2023 Accountability
These tools are designed to help users build their understanding of the various measures that are part of the A-F Accountability System. In each of the Domain tools, users can enter a “component score” or “raw score” and see what that score scales to for an A-F letter grade. These tools have 2 purposes:
- help users see the differences in scaling for 2022 and 2023 (for CCMR and Graduation Rate)
- help users become more familiar with scaling in general
The 2022 District Rollup tool is designed to show what the district’s accountability report card would have looked like in 2022 if TEA had applied the “Proportional Weighting Methodology” to the domain scores achieved by the district’s campuses in 2022.

This Template is designed to assist districts in identifying the race/ethnicity groups that will be subject to evaluation in Domain 3 for 2023 Accountability for district campuses (based on the preliminary 2023 Accountability Framework information that has been released to date by TEA).
In identifying the 2 lowest performing race/ethnicity groups for each campus, the Template applies the following steps defined by TEA:
- Determine the race/ethnicity groups that met the minimum size criteria of 10 tests in both RLA and Math in the Academic Achievement component of Domain 3 for 2022 Accountability
- Sum the numerators for RLA and Math for each group meeting the minimum size criteria
- Sum the denominators for RLA and Math for each group meeting the minimum size criteria
- Determine the percentage for each group, rounded to a whole number
- The 2 student groups with the lowest percentage outcomes will be those evaluated for 2023 Accountability

Academic Growth
This Template creates a Transition Table Model based on how students perform on a 2022-23 interim assessment in Reading (Grade 4 through English II) or Math (Grade 4 through Algebra I) compared to how they performed on STAAR (same subject, lower grade level) in Spring 2022.
The Template is based on the Transition Table Model for evaluating academic growth that TEA has proposed as part of the refresh of A-F Accountability for 2023.
The Template shows how students performed on a 2022-23 interim assessment compared to how they performed on STAAR in Spring 2022 across 6 possible performance categories:
- Masters GL
- Meets GL
- High Approaches GL
- Low Approaches GL
- High Does Not Meet GL
- Low Does Not Meet GL
The Template is built using the STAAR scale score cutpoints for Approaches GL, Meets GL and Masters GL and estimated scale score cutpoints for High Approaches GL (approximately halfway between the scale score cutpoints for Approaches GL and Meets GL) and High Did Not Meet GL (set at the scale score for 1 raw score point above the chance result or the raw score that is approximately ½ of the Approaches GL raw score, whichever is greater).
The Template is intended to serve as an instructional tool to help teachers track student growth during the school year.
To assist users in better understanding the methodology that TEA has proposed for calculating Academic Growth (Domain II-A) for 2023 Accountability, the Template has been updated to provide 3 summary calculation tables:

The Template is NOT intended to serve as an accountability projection.

The Template is built using percentage of items correct instead of scale scores. That is the only way to develop a Template that can be used with local assessment results.
The Template is built on the assumption that the cutpoint for determining High Approaches vs. Low Approaches or High Does Not Meet vs. Low Does Not Meet will be the halfway point between the lowest score and the highest score for that performance category (except that the halfway point in the Does Not Meet category will never be less than 25% correct).
The Template is intended to serve as an instructional tool to help teachers track student growth during the school year.

This Template displays how students performed on 2022 STAAR compared to how they performed on 2021 STAAR.
The Template is designed to be used with the Academic Growth Student Listings posted by TEA to TEAL on August 8, 2022.
The Template creates the following views:
- Academic Growth – Both Subjects (this is the score used in Domain II-A)
- Academic Growth – Reading
- Academic Growth – Math
- Academic Growth – Domain III
There are 2 different Templates, one to use for the district-level student listing and one to use for the campus-level student listing:
This Academic Growth Template displays how students performed on 2022 STAAR compared to how they performed on 2021 STAAR.
This Template, which is designed to be used in conjunction with the preliminary Spring 2022 STAAR data file provided by Cambium in the Centralized Reporting System (CRS), allows users to create a very preliminary view of what Academic Growth might look like for a district or campus for purposes of accountability.
This Template should be used with caution by districts, since TEA has emphasized that the data posted in the CRS are preliminary and should not be used for accountability estimations.
Nevertheless, districts have requested assistance in trying to get an early look at Academic Growth – and this Template is designed to help with that task.
Users should be aware that
- The Template includes ALL students who participated in STAAR assessments in 2022 who received a STAAR Progress Measure and therefore is not limited to only those students who are in the accountability subset for the district or campus
- The Template does NOT include data for students who participated in STAAR Alt2 in 2022
To calculate Academic Growth for 2022 Accountability, 3 pieces of information are necessary for each student included in the calculation:
- The student’s Performance Category in 2021
- The student’s Performance Category in 2022
- The student’s STAAR Progress Measure Category in 2022
Because the preliminary data files only include 2 of the necessary pieces of information, users are required to build a more comprehensive data set in order to be able to evaluate Academic Growth. The Instructions posted below guide users through 4-stage process for constructing the data set needed to calculate Academic Growth:
- Stage 1: Reduce the data file from CRS to only the necessary information in Reading and Math
- Stage 2: Extract 2 pieces of information from the user’s student assessment system for 2021 STAAR for each subject (local ID number and STAAR Performance Category)
- Stage 3: Combine the Stage 1 and Stage 2 data sheets into a “Builder” worksheet for each subject
- Stage 4: Copy and paste the data from each “Builder” worksheet into the Template
The Template then creates the following views:

Accelerated Testers
This Template is designed to be used with the 2023 Final Accelerated Testers Student Listing posted to TEAL on March 31, 2023.
The Template is designed to help users analyze the preliminary Participation Rates for current-year 12th graders who are “Accelerated Testers” (meaning students enrolled as 12th graders as of Fall 2022 Snapshot who successfully passed one or more of the following EOC assessments while in middle school: Algebra I, English II or Biology).
ESSA requires Accelerated Testers to take an either an SAT or ACT test in the applicable subject area while in high school.
The 2023 Final Accelerated Testers Student Listing posted to TEAL by TEA contains the following information:
- Accelerated testers reported as enrolled in Grade 12 in Fall 2022 PEIMS Snapshot
- For each accelerated tester, whether the student had taken an applicable SAT or ACT through May 2022
The 2023 Final Accelerated Testers Student Listing posted to TEAL by TEA DOES NOT contain:
- The actual performance of an accelerated tester on an SAT or ACT
- Whether an accelerated testers has taken an applicable SAT or ACT during the 2022-23 school year (the final 2023 Accountability calculations will include SAT or ACT results through May 2023)

CCMR
The 2023 CCMR Tracker1 Template is designed to assist districts in reviewing and analyzing the 2023 CCMR Tracker1 student listing data that TEA posted to TEAL on March 31, 2023.
The students identified in the 2023 CCMR Tracker1 student listing are student who were reported as enrolled in 12th, 11th, 10th or 9th grade in the district’s Fall 2022 PEIMS snapshot submission.
NO DATA RESULTS FROM 2022–23 ARE INCLUDED (because those data have not yet been reported)
The following data measures are included as of the end of the 2021-22 school year:
- Data submitted through PEIMS (the purple columns in the Template)
- TSIA
- OnRamps
The following data measures are included as of the end of the 2020-21 school year:
- SAT
- ACT
- AP
- IB
- Level I/II Certificates
The 2023 CCMR Tracker1 is NOT a data correction opportunity.
However, the 2023 CCMR Tracker1 data release by TEA provides districts with the opportunity to:
- better understand CCMR as a data measure and
- engage in strategic planning and decision-making intended to improve overall CCMR performance.
By comparing the final CCMR Tracker data each year, districts will be able to evaluate the effectiveness of specific programs or initiatives implemented at the district or campus level that are designed to improve the CCMR performance of specific grade levels of students.
If districts find errors in any of the indicators that are based on data submitted to TEA by sources OTHER than the district (i.e., the yellow-shaded columns in the Template), they are encouraged to work with testing vendors or the other data sources to make corrections prior to the student’s graduation.
PEIMS/TSDS data (i.e., the purple-shaded columns) that have already been submitted are final. However, districts still have the opportunity to ensure accuracy of any future PEIMS/TSDS data submissions.
The Template is designed to allow district users to “update” the data reported in the Template by inserting a “Y” in any of the columns where there is a number (1 to 9) in the column header (columns O, AQ, AR, AS, AT, AU, AV, AX, AY).
If a district has data to indicate that a student has met the criteria for a Yes in any of the columns numbered 1-9, the district may insert a “Y” in that column for that student, and the Template will update the CCMR calculation.

This Template is designed to assist districts in reviewing and analyzing the 2022 Final CCMR Student Listing that TEA posted on TEAL on July 29, 2022.
The 2022 Final CCMR Student Listing contains the names of students who graduated in 2020-21 or were seniors in 2020-21 but did not graduate. The CCMR performance of these students will be used in determining 2022 Accountability ratings for districts and campuses.
The Template produces 2 summary data tables for the district and each high school in the district:
- 2022 CCMR (State Rate Calculation) for 14 student groups
- The CCMR performance of the All Students group is used in Domain I and Domain II-B
- The CCMR performance of the other student groups is provided for information purposes only
- 2022 CCMR (Federal Rate Calculation) for 14 student groups
- The CCMR performance of all 14 student groups is used in Domain III
The Template also produces a summary data table showing the 5-year CCMR history (overall and by each CCMR indicator) for the district and each high school.
Districts are encouraged to use the 5-year history to analyze how they have performed over time, and which indicators have (or have not) been met by graduating students.
The following resources are provided to assist member districts:
This Template is designed to assist districts in reviewing and analyzing the 2022 CCMR Verifier Student Listing that TEA posted on TEAL on May 25, 2022.
The 2022 CCMR Verifier Student Listing contains the names of students who graduated in 2020-21 or were seniors in 2020-21 but did not graduate.
Districts should use the CCMR Verifier to verify the accuracy of their CCMR data which will be included in 2022 Accountability ratings.
If discrepancies are found in those data items NOT submitted through TSDS/PEIMS, districts may submit official documentation to correct data by June 22, 2022.
If no discrepancies are found, no action is required.
The purpose of the 2022 CCMR Verifier is to allow districts the opportunity to submit corrections to TEA relating to any of the following data indicators (all of which are based on data sources OTHER than TSDS/PEIMS):
- TSIA1 and TSIA2 Results
- ACT Results
- SAT Results
- AP Results
- IB Results
- Successful Completion and Credit Earned for an OnRamps Course
- Receipt of a Level 1 or Level 2 Certificate (NOTE: a Level 1 or 2 Certificate is NOT an Industry Based Certification)
Data for all of the bulleted items listed above are provided to TEA by sources OTHER than school districts (e.g., the Texas Higher Education Coordinating Board, the College Board, etc.).
Districts may submit requested corrections relating to any of the bulleted items above (with supporting documentation) to TEA by June 22, 2022. Corrections must be submitted through TEAL.
If corrections are accepted by TEA, the data will be revised and reflected in final CCMR calculations reported by TEA as part of its reporting of 2022 Accountability Data as well as the 2021-22 TAPR (anticipated in November 2022).

This Template is designed to allow users to evaluate and analyze their CCMR scores for any grade level of high school students in 2019-20, 2020-21 or 2021-22 using data exported from OnDataSuite.
The Template is designed to be used as a planning tool to help districts develop processes and procedures for ensuring that current data relating to CCMR indicators are being maintained for students while in high school.
There are 2 versions of the Template, as well as a PDF document illustrating the steps required to populate the Template:
EL Proficiency
2022 EL Proficiency Template
This Template is designed to be populated with the EL Proficiency Student Listings posted to TEAL on August 8, 2022.
The Template is intended to assist districts in the analysis of their 2022 EL Proficiency Status.
The 2022 EL Proficiency Status is reported and evaluated in Domain III (Closing the Gaps) for districts and campuses that have at least 25 EL/EB students included in the measure.
The Template provides:
- a summary of the district’s/campus’ overall EL Proficiency Score
- a detailed analysis of performance by test (separating TELPAS and TELPAS Alternate).
For TELPAS, the Template reports:
- The number of students who scored Advanced High in 2022
- The number of students who scored below Advanced High in 2022 and improved 2 levels from their comparison TELPAS in 2021, 2020, 2019 or 2018
- The number of students who scored below Advanced High in 2022 and improved 1 level from their comparison TELPAS in 2021, 2020, 2019 or 2018
- The number of students who scored below Advanced High in 2022 and did not improve from their comparison TELPAS in 2021, 2020, 2019 or 2018
For TELPAS Alternate, the Template reports:

This Template was developed at the request of an accountabilityconnect member district to create a colorful 1-page “snapshot” for a campus or district that displays certain STAAR data as well as student and staff data from the 2021-22 TAPR.
There are 2 Templates (a Campus Snapshot and a District Snapshot).
The Campus Snapshot has 3 tabs:
- the first tab is designed to be used for:
- elementary schools
- middle schools
- high schools that do not have CCMR data
- the second tab is designed to be used for high schools that have CCMR data
- the third tab is designed to be used for AEA campuses
The only information that needs to be typed-in by the user is the 9-digit Campus Number (no dashes or spaces) or the 6-digit District Number (no dashes or spaces).

The Campus Snapshot has 3 tabs:
This Template allows districts to analyze and evaluate the Graduation Rate data that were posted to TEAL on June 9, 2022.
The Template is designed to be used with the Excel student listings that can be downloaded from TEAL for the:
- 4-Year Longitudinal Class of 2021
- 5-Year Longitudinal Class of 2020
- 6-Year Longitudinal Class of 2019
In addition to tabs for pasting each of these student listings from TEAL, the Template contains the following tabs:
- Summary Chart for the District
- Summary Charts for 5 High Schools in the District (users may add additional tabs for additional high schools)
- Summary Chart for an AEA High School
The Summary Charts present the data in the same format that will be used by TEA in Domains I and III for 2022 Accountability.

In the absence of A-F ratings, it has been a challenge for districts to answer the question: “How did we do?”
The 2018-2021 Accountability Summary Template is designed to report raw score data (the scores students actually achieved) across 4 years: 2018, 2019, 2020, and 2021.
Evaluating actual performance over time provides a more informed picture of 2021 performance than the assignment of a letter grade (based on a scaling/grading system designed to be applied to a “normal” year of instruction).
There are 2 different Templates (one for the district and one for campuses).
To populate the district Template, a user simply needs to type the district’s 6-digit number into the yellow cell next to “District Number”.
To populate the campus Template, a user simply needs to type the campus’s 9-digit number into the yellow cell next to “Campus Number”.
2022 Accountability Report Cards
These Templates create simple 2022 Accountability Report Cards for districts and campuses.
Users can complete the Report Cards using 5 different accountabilityconnect Templates (all of which are posted on this Tools page):
- 2022 Graduation Rate Template TEAL

Each of the 5 Templates is designed to provide the relevant component score for Domain I or Domain II-A, as well as the disaggregated data by student group (that users can copy and paste into the Domain III tab of their Accountability Report Card).

Users should select the appropriate Template for the district and each campus type:
- District with CCMR (REV 06/22/22)
- High School with CCMR (REV 06/22/22)
- High School without CCMR (REV 06/03/22)
- AEA with CCMR (REV 06/22/22)
- AEA without CCMR (REV 06/29/22)
- Middle School (REV 05/25/22)
- Elementary School (serving Grade 4 and above)(REV 05/25/22)

This Template is designed to be used with the subject specific 2022 STAAR Performance Student Listings posted by TEA to TEAL on August 8, 2022.
The Template provides a summary of a STAAR Performance – by subject and cumulative across all subjects (at the District level and at the Campus level).
The Template is designed to assist ac22-23 members in completing 2022 Accountability Report Card Templates by providing the following data:
- STAAR Performance (All Subjects, All Students) is the score used in Domain I and Domain II-B
- The orange-shaded rows can be copied and pasted into the corresponding rows of data for STAAR Performance in the Domain III tab of the 2022 Accountability Report Card Template
- The mustard-shaded rows under ELA/Reading can be copied and pasted into the corresponding rows of data for Academic Achievement – Reading in the Domain III tab of the 2022 Accountability Report Card Template
- The mustard-shaded rows under Mathematics can be copied and pasted into the corresponding rows of data for Academic Achievement – Math in the Domain III tab of the 2022 Accountability Report Card Template
